Digital Governance Transformation in Rural Areas: A Strategic Framework for Sustainable Public Services in the Society 5.0 Era

The transition to Society 5.0 presents a critical opportunity for rural governance to overcome chronic geographical and bureaucratic barriers. The evolution of Society 5.0 mandates a paradigm shift in rural public administration, moving from manual bureaucracies to human-centric cyber-physical systems. This study proposes a strategic framework for sustainable digital governance by integrating the System Development Life Cycle. Using a Design Science Research approach, analysing how mobile-based self-service modules and real-time community asset mapping spanning livestock, crops, and land ownership can mitigate spatial marginalization. This research provides a scalable roadmap for achieving permanent, efficient, and location-independent public service excellence in resource-constrained rural environments. The results indicate that this framework significantly reduces transaction costs and prevents innovation intermittency by ensuring legal institutional synchronization.
