This paper explores gender inequality in leadership roles within the film industry and introduces the Women in Film Leadership Framework as a strategic solution to advance gender inclusion in media production. Through a comprehensive review of the barriers women face, including structural, cultural, and institutional challenges, the paper highlights how these obstacles hinder women's representation in key leadership positions. The research provides an in-depth discussion of gender theories, leadership models, and the development of a conceptual framework that includes key components such as mentorship programs, gender-sensitive leadership development, and equal representation in decision-making bodies. The paper further explores the practical application of the framework in film production environments, offering actionable strategies for film studios, production companies, and industry organizations to foster more inclusive, gender-diverse leadership. The findings emphasize the importance of a holistic approach to dismantling systemic barriers, promoting equitable practices in hiring and promotion, and enhancing work-life balance support for female leaders. The paper concludes with policy recommendations for stakeholders including policymakers, film studios, and universities, aiming to institutionalize gender-inclusive leadership initiatives and transform the future of film production.
